This is the One Piece villain Ohm.
Ohm thinks of himself as being very Enlightened and professes a philosophy that seems to be based on the first three of the four noble truths of Buddhism. However, rather than attempting to save people by teaching them the eightfold path, as the fourth truth states, he attempts to remove their suffering by killing them.
Ohm presides over the Ordeal of Iron which, he claims to have a survival rate of 0% (this seems to indicate that he is the strongest of the priests). The Ordeal of Iron is when he sends a slash onto someone's heart (in short: he likes to cut people, this is his "thing" in the anime).

OK, I may be crazy but... AM I?
 
Even his glasses are "inspired" by Breyfogle's Zsazz.
 
"Inspired" is a very nice euphemism for this.
When I saw him in the anime, my first thought: wow, Zsasz... then all the details came flying at me. This is clear "inspiration".
 
One Piece is actually pretty cool.
But alot of it's characters draw visual inspiration from noted, and less noted by the evidence of "mr Zsasz" here, characters from various mediums. For example, there is a guy there who looks like a crossbreed between Marilyn Manson and Alex de Large from A Clockwork Orange.
