Thor on Cap's, since he wouldn't care about earth politics and simply trust Cap as a warrior. And Hulk on Ironman's, simply because that's where Natasha is.

Thor would probably side with Cap, but it might not be as obvious as in the comics. He could theoretically say that Midgard is not his realm so he should listen to it's rulers, but I think he would see the larger picture (as he did in AoU) and not want to be controlled by more petty concerns.
There's NO WAY AT ALL Banner would side with the accords.
He's spent half his life on the run and in hiding so that the military/government won't find him and attempt to use/weaponise the Hulk. The accords would be putting the Hulk straight in their hands. The fact he'd be reporting to Ross would just be the icing on the cake.
I just can't see MCU Banner willingly putting himself (and therefore the Hulk) under govt control. Just doesn't make sense to me.
I see him wanting some kind of back up or failsafe, but would want someone he trusts (like Stark with 'Veronica'). But the govt. Ross? The guy who helped make Abomination?
