No, he's not unbeatable. Just have somebody with considerable durability ( and preferably flight ) shoot at him. Eventually, he'll miss a dodge, or be forced to retreat. Either way, he's lost.

That's kind of going way too far. All you need to beat Azazel is either someone as or more agile than him that can fight him in hand to hand and win out even with his teleport advantage, or someone with powers that make close approach impossible or harmful and allow for area attacks.

Any telepath should be able to beat him. Quicksilver should be fast enough to beat him. Juggernaut only needs one good punch to land, and Azazael couldn't really physically defeat him.

A powered up Iceman should be able to beat him, too.

A fully-powered Scarlet Witch is probably the most powerful. She can outright alter reality with a thought (see House of M).

Is the Juggernaut classed as a mutant? The Gem of Cyttorak empowers him, but has it 'caused' a mutation... I don't think he can be included in this (?) but undoubtedly has to be considered if he is included.
