Is DC smoking meth again?

If I remember right in the Shadowpact mini when they killed off the Wizard Shazam they said Capt. had to stay on the Rock of Eternity to keep the sins and the rock together. So how is Billy running around on earth again and fighting demons and being a superhero if he has to stay on the Rock? Will someone please explain this?

Just because he's the caretaker of the Rock now doesn't mean that his butt is stapled to that chair. The original Wizard Shazam made periodic trips outside of the Rock of Eternity as well.

From 52, we know that Billy has gone out of the Rock at least once already since he mentions that when he's outside, he can still change back to Billy by saying Shazam whereas he can't inside the Rock.
