All he said was, in the Max line you can't have Spidey swinging in the background.
He even said its the same Punisher, just through a different lens.

Garth Ennis' Punisher, to me, is the real Frank Castle. And the guy walking around calling himself Frank Castle in the Punisher: War Journal series is absolutely nothing like what I consider the real Frank Castle.

Yes. Yes they are. Ennis' Punisher kills any criminal (except petty crime, like hookers, etc.) in straightforward, often brutal ways. He works alone, having killed the only man he ever trusted as a partner. He has no friends, he makes no jokes. He is punishment and death embodied in a single man.
Fractions Punisher hangs out with a wacky zany new Microchip, who is also a former criminal mastermind, jokes with him constantly, doesn't really kill all that many people, usually opting to let them live for some half baked reason, and there was one other thing. God what was that...It was something important. Oh yeah! Fractions Punisher strangled an innocent woman to death with his bare hands.
