Hasn't been officially confirmed, but we can all agree that's who he's playing right? :o

People hating on the jacket... Aye dios mio... I like the way they translated the look to a 3 dimensional real life person. I actually am not too familiar with the character but, he's a pyrokinetic so, I hope that is exactly what he is. If Enchantress' look, and Croc are any indication then we do have a fair number of powered metas in this world.
 
Don't know anything about his character, but a cursory Googling it seems that this look isn't too far from what he is in the comics. Though I maybe would have preferred more stylised clothing like this:

He look like he have his streets clothes, him/Boomerang and maybe Harley have probably more outfits
 
There are there are three different characters called El Diablo in DC comics.

The original El Diablo (Lazarus Lane) is sort of a Western era Ghost Rider.

The El Diablo in this film is the third one (Chato Santana) who first appeared in 2008. Santana is a ex-criminal and member of the Nu52 Suicide Squad.

While attempting to collect on a debt owed by some local gang members, he had set fire to their building, and killed everyone inside. When he realized that there were innocent women and children who he had killed in the blaze, he went with the police quietly. While on death row at Belle Reve prison, his cell filled up with gas and he was implanted with a micro-bomb to insure his obedience. After undergoing torture to test his loyalty, El Diablo was officially inducted into Amanda Waller's Suicide Squad.

His look is comic accurate. The comic version tends to be shirtless most the time.

I think his look works, though the first thing I thought of when I saw the pic is why he is wearing a David Letterman jacket (which is getting kind of old now)? Even John Mayer had a hard time pulling that jacket off on his recent Letterman performance.

Varsity jackets are still a really popular streetwear item. I own two myself.
 
They did a great job of making him look like someone else entirely.

He looks like a " high school jock turned zombie" wearing that varsity jacket.
