Many say that Magnetos machine was responsible for the triggering of the Phoenix, but it makes sense to me that her using Cerebro for the first time may have played a factor. When Wolverine asks has she ever used it, Jean says for her it takes a certain amount of control and Cyclops added that its dangerous for her. Could this have messed with her mind also?

Would that have meant that Cyclops knew that Xavier had put up mental blocks to let the Phoenix lie dormant?
