Probably because either
A: Carlos thought it would be a "your word against mine" thing, without Rogan getting any backup.
or
B: Carlos doesn't realize he's stealing these jokes. He probably forgets other people are coming up with this stuff, wakes up the next morning, and thinks it all came to him in a dream. Which is probably worse than actually trying to steal material.

That's because the last time anyone laughed at Rogan, NewsRadio was still on the air.

Why would Joe need it?
Unless he wanted a comedic comeback, he already host Fear Factor and is a UFC commentator. That'd be enough for me, if I were Joe.
It makes Carlos look like shyit, anyway.
