With the Phantom Stranger as our narrator, we are introduced to the many heroes of the DC universe. Our plot begins when the immortal Vandal Savage attempts an assault on Washington DC, causing the heroes we were introduced to in their own vignettes to band together as the Justice League. Their greatest foes, not to be outdone, form an Injustice League. The main plot revolves around a series of skirmishes between the JLA and the Injustice League, who are secretly working with Vandal Savage; the immortal has promised Luthor a foolproof way to kill Superman. However, Savage's plan is to duplicate the experiment that brought the Martian Manhunter through space and time to Earth, and summon himself an army of super-strong, shapeshifting telepaths to conquer the world. Luthor stumbles onto Savage's true intent and breaks rank, breaking into the League's headquarters to inform them of the true threat. In the end, the JLA and the Injustice League team up to fight Savage and his fledgling Martian army, but Luthor and the Joker doublecross their allies and nearly succeed in wresting control of the Martians.
