Could be... but he seemed still more into "revenge mode" than into "professional government agent mode"... This is the guy who caused Vesper's death. I think Bond just shot him.

Or maybe interrogated and then shot him.

But i could be wrong...

I think it's obvious that he did not kill him right away, he took him so he could interrogate him and know more about "the organisation".
