Who do you want to see on the team? I think 7 members would be good, and I'd choose:

Lex Luthor
Joker
Cheetah
Gorilla Grodd
Sinestro
Black Manta
Deathstroke

Pretty much that list except I'd trade Deathstroke for Savage, have those 7 be the 'masterminds', and include some more members as hired muscle. If we're going for a powerful League that can juggle 2-3 villains each in a fight, I'd also add:

Giganta, Rampage, Bizarro, Riddler, Scarecrow, Toyman, Captain Cold, Black Adam, and Metallo.

It would be cool if the reason the Justice League expands its membership is in part to being outnumbered.
