WB's done a great job setting up the franchise with the cartoon they may as well take it to the next step with a movie.

This franchise is in a unique position in being associated with Superman while being able to stand on its own without being affected by Superman's franchise.

The reason I'm separating it directly from Superman more then the cartoon is because the franchise needs to stand on its own or it will fail. The more dependent it is on Superman the more tied it will be to Superman's franchise so when it gets into trouble it will get some of the damage from the fallout. Unlike Superman if it gets in trouble it'll have a tougher time being resurrected so it must protect itself within the concept itself.

Thats why for the films I'd propose that Superman have a presence just not a direct one. He just needs to be connected to them.

This can be done in numerous ways. The Legion HQ would have various footage, pictures, statues etc of him. Some of this could be shown in the Trophy Room.

The Legion would talk about him in the beginning or they could have one of the cast members being a tour guide for a crowd of tourists where they talk about the legions history and their relationship with Superman. They could show some footage and memorabilia with Superman, too.

There could be a scene where the three founding Legionaires Saturn Girl, Lightning Lad and Cosmic Boy travel back to the past to watch Superman for a few minutes or even talk to him for a second before quickly returning to their time. They don't need to tie this to any of the Superman's films continuity. This could allow them to cast any actor they want without putting the Superman film franchise into a confusing mess.

That would be the only time Superman would directly or indirectly appear.

I'd make it closer to Waid's recent revamp of the concept. Make the technology really futuristic with a Blade Runner vibe. Have the teenagers against the adults A oppressive society where the Legion aren't trusted.

They're a society not a team.

The cast would be seriously cut down. The only characters which would get the most attention would be about 5 at most. The rest would be kept to cameos like the X-men films did.

The characterizations and mythos could be closer to Waid's second run, too.

CB would be the team's Captain America. Inspirational, always thinking twenty steps ahead, headstrong and a commanding presence.

LL would be the jokester. A slacker who means well but doesn't want deal with the consequences of his actions.

Saturn Girl would be the soul of the team. Calm, rational and good natured. She and LL would have a growing relationship through the movies which would get more obvious in each film. She'll only speak with her telepathy.

I'd include Brainiac in the main cast. He's to useful not to include dealing with enemies, a foil for CB, he's got a great original visual which would appeal to the audience and the interactions he'd have with anyone would be entertaining.

The fifth spot could go to any number of good candidates. My first choice would be Phantom Girl because of her exposure in the cartoon and it'll give the cast more female presence within the Legion main supporting cast beyond Saturn Girl.

The script must have the characters act like teenagers. It must be smart and have a message in it like Waid's did. Most of all it must be relevant, fun and worthy of the source material.

The enemies I'd use would be the guy from the first arc who wants to start an inter-galactic war and the Legion have to stop them since they despise the idea of government s drafting them and teenagers from other worlds into being soldiers to fight it.

The main sub-plot will be Brainiac launching a coup against CB to take over the Legion for his own agenda.

I wouldn't use the code names that much. They'd be more like nicknames but most of the time they just use their own names.

I think for LoSH, you need to do a big cast. LoSH is all about epic stakes and huge teams. This is different from the X-Men because the mutants are seperated into teams while the Legion is all together. Their diversity needs to be shown. I think you put the main spotlight on Cos, Lightning Lad, Saturn Girl and Brainiac 5, but definitely try to avoid the X-Men 3 Cameo status for the other characters.

That's what cameos are for.

Some of them can have a line or two but the main characters get the spotlight.

Most of the cameos would just be character walking around or doing things in the background.

That's easy to do in huge battle scenes. Think Lord of the Rings where hundreds of characters fight on the screen at once.

The movie format simply doesn't have enough time to establish more characters beyond 5 or 7 and the villains. The more characters the more screen time they'll eat up. There's budget to consider, as well. A Legion film would be expensive enough just with 5 main characters as the stars, the villains, technology for the futuristic society plus cameos.

What your describing would fit the comics, cartoons and tv shows because he format allows for more story to be shown. You can only put so much in an hour or two.

It will with the cameos. If it gets sequels some of them could get fleshed out more.

Cameos are the only option to get them on screen in a film with a limited cast IMO.
 
How about Supergirl instead of Superman? 2 birds one stone:
 
I'd have no problem with Supergirl in the supporting cast. Kara would fit the 5th Legion spot perfectly.

They could use her like Waid did.

Would be simple to use her in the start to reveal the Legion's status quo and give Brainiac a love interest.

She shouldn't take it over, though.
