You actually still miss what the topic is really about as you probably only read the title (which is an ironic stab at headlines in the mass media, particularly the Sun/ News of the World type). It was actually about moral panics, folk devils and media hype amongst other things.

Those other things being simplistic answers to difficult questions and how often mob justice and vigilantes get things seriously wrong.

Age of conesent is really just a cultural things - different cultures have different standards and there's really no "right" answer to the question. The idea of 12 year olds having sex disgusts you because that's what the culture you're raised in has breed you to feel, but in other cultures it's 100% natural.
