I was wondering if this is in continuity and if so where does it fit. I hear it gives a really good perspective on why Luthor does what he does and how he considers himself a hero.

I think it's suppose to be in continuity, but they haven't placed it anywhere specific.

I believe it's in continuity, and it would have to take place somewhere between 1995 (when Lex was granted physical perfection by Neron) and 2000 (when Brainiac 13 altered Metropolis and before Luthor took the presidency).
