If you look at it as a popularity contest, then no it isn't.
In the comics though, Spider-Man does tend to defeat villians that are much more powerful than him, on the other hand, he's often taken down by weaker heroes because his heart isn't in it.

But it's justified as a fighting tournament.

And that's true, but Spider-Man taking down the Silver Surfer? And Magneto? That's just ridiculous no matter how you spin it.
