World Looking for a Villain's Debut Issue...

I remember there being another Skull villain.
He had a Green-Flamed Skull. I believe he was called the Blazing Skull.
I'm pretty sure it was a Cap issue. I 'm assuming very late 80's to mid-90's.
And help is greatly appreciated.
