Blonsky/Abomination is the only thing that film had going for it IMO. Norton could have been an amazing Bruce Banner, but he didn't care (as is the case with most of his roles nowadays). General Ross was reduced to a two dimensional moustache twirling villain with none of the pathos or complexity that his comic book and previous depiction possessed. Samuel Sterns was both miscast and poorly used. Ditto for Doc Samson. The CGI was dodgy as all **** aside from one or two scenes. It was adapting a very disliked story from the comics. And the Hulk himself barely received any characterisation.
So yeah, I think it deserves all the apathy and dislike it gets. It's not a worthy adaptation of the comics.
