It depends on how pissed off Xavier gets.

If it's normal Xaiver Vs Magneto, the Erik has a good chance of defeating Prof. X.

But...

If Magneto has hurt one of the X-men, the Xaiver going to open a can of mental wipe ass. (see X-Men 300 and the time Magneto ripped the adamantium out of Wolverine)

IIRC, that's not 100% true. When Magneto crashed Colossus's little sister funeral and held all of the X-Men captured. Xavier unleashed all of his mental powers and took control of Magneto. (Uncanny X-Men 300)

personally, i think it depends on the environment. if theyre fighting in a metallic place (like Cerebro) Mags would win, but if theres no metal around, Xavier would win

Magneto's helmet does nothing to block Xavier's powers. That was created by the movies, perpetrated by the Ultimate comics, but it never blocked mental powers in the real comics.

He does have low level telepathy that allows him to astrally project and to project thoughts and images but not to read minds. It gives him a powerful mind shield that however is not strong enough to protect him from Professor X.
