Most Evil Character in Game of Thrones?

Ramsay beats out Joffrey. They are the ones who would be evil for the sake of it/for fun even after they have the Throne and no enemies left. Nearly all the other characters had reasons for their actions and you would assume that their evil actions would stop once their aims were achieved.
