Mr. Freeze Costume

My friend wants to be Freeze for a convention. But we're kind of stumped as to how to create the costume. Do you guys have any ideas?

It depends which kind of Mr. Freeze he wants to look like.

I could always do the costume - sculpt and fab out everything - but thats big money unless you had another 3 or 4 people in with you.
