Mystery Teen Titans villain

Just watched an episode of Teen Titans called 'Calling all Titans' where you get to see a lot of teen titans an villains you don't normally. I don't read the comics so I don't know it that well, but one villain you saw briefly intrigued me, she seemed Japanese, wore a green outfit with big sleeves she used as weapons and a grinning white fox mask. She had long green hair also I think. She fought green arrow's sidekick.

Can anyone tell me who this villain is? Thanks in advance.
