Need help identifying a villain.

So I found this rather cool picture today, but for the life of me, I can't figure out who one of the characters is (the one standing next to Two-Face, covered in newspapers and with a blank mask) I'm probably going to sound stupid for asking, but who the hell is this guy?

It's easy, it's Newspaper-man! :up:
He wraps his victims in a newspaper full of bad news and they die of boredom or anger.

No one draws the Joker like Brian Bolland.
 
No one draws Newspaper-Man like Brian Bolland.
 
I would think Paperboy would be the more obvious name.
 
It looks kinda like Mr Zaszz with newspapers wrapped around him.
 
Something tells me it's Facade.


Facade is a new villain. Judging by the fact that Ivy is still normal looking and Catwoman as on her purple costume, that pic is about 6-10 years old.
 
I think his name is the "Answer". I saw that image a long time ago, he was going to be in some "Secret Origins" comic book. I don't know much about him. I think he became a villain after "Aftershock" or whatever the hell that quake incident was called. Other than that, I got bumpkis.
 
The colorist did a knock out job, but he could have had the text on Newspaper man wrap to the contours of his body.
