How exactly does one go about resizing pics to make avatars? If I knew how I'd do it myself.

I know. I went through all the trouble trying to resize the picture, I get it to the perfect size, and when I try to upload it; a notice comes up and says "We're sorry, this type of file is not prefered." I was like, What the......?!
