No actually that's not the way it works. the studio has the final cut, not the director, in most cases. Studios show the movie to test audiences to see what works/doesn't work. remember, this was Singer's story that he outlined and shot. Alan Horn made the decision to cut the film the way it is now. There's anywhere between 20-30 minutes that were trimmed out. All of the scenes with Martha Kents boyfriend, Ben Hubbard, were cut completely even in the crowd shot in front of the hospital. A director doesn't film a 20 million dollar sequence because he wants to (The return to krypton scene from the beginning of the movie), he does it because he was ordered to.
