Well to be fair, if you can't be rational and logical in an extreme situation, you shouldn't be a cop.

Not many cops have to deal with someone setting themselves on fire. It's not like they go into the station and say "Man, another one guy set himself on fire today. When will this stop?" Dealing with junkies and domestic abuse house calls is not the same as watching someone burning alive.

They supposedly get trained in how to deal with extreme situations. They get taught how to deal with situations that "regular" people can't handle. Otherwise there would be no reason to call them, right?

But that's the thing, no offense to cops or anything but there's nothing special about them. They're normal people who went to a Police Academy, passed it and got a job on the streets. Again, extreme situations is such a wide definition. I'm sure a beat cop will likely go a whole career without witnessing a guy setting himself on fire.
 
Cop's are not Superhero's, they do screw up.
 
Superheroes screw up all the time too. No one is perfect.
