Micheal Lark drew it and it's from the Batman comic that nobody bought, Gotham Central.
I personally think he draws the best Joker hands down.

i looked around a little bit and couldnt find a better thread to put it in. didnt want to start a whole new one either so dont rag on me just yet, but if (and/or when) they decide to add Talia al Ghul, they should definitely consider Marisol Nichols

of course, she could be a little add-in to the TDK ending, having Talia sitting in the back of the courtroom watching the trial or something. just a thought

That, and the classic line from The Man Who Laughs. Where Joker writes on a cell wall in Arkham, "One by one they'll hear my call. Then this wicked town, will follow my fall." Then Gordon could ask what it could mean, and Batman's reply is "As with everything, the answer lies somewhere...in the details." Connecting the two lines, and eventually thwarting Joker's plot. The scene in TMWL, takes place after Bruce leaves a party. Which could also serve a great purpose, if ever used.
Another could be if Gilda ends up making her way in the sequel. In which before or after Harvey is scarred, she says this.
