When HJ catches Comedian raping Sally, and starts beating him up and Comedian makes fun of him, what did this imply? Why was HJ taken aback like he was guilty or something?

There were certain Watchmen however, that may have known known abit more stuff about 'em. However, for the most part HJ keeps most of his activities to himself.
