I'd make sure you get an AMD cpu over an Intel.... AMD allows you to overclock your CPU and if any issues occur they will in most cases replace it.
Intel on the other hand is very bad at overclocking... they even added a special chip that if that is broken (breaks due to overclocking) Intel basically says your SOL and wont help you at all

The newer Intels can be overclocked too....

Brrzt. Wrong.

He's buying prebuilt from a store. As long as the MFG warranty is still on it, as long as any major screw ups by him are hidden, an intel chip will be replaced just as quickly as an AMD. Both companies can have overclocked processors, but that's not a route he'll be taking with a prebuild. I don't think his sister will let him gut the machine to upgrade the gpu, heatsink, etc.
