To put what I said above more succinctly about his competence fluctuating depending on whether he's being directed by Jon Watts or the Russos:
In Civil War he holds his own in an all-out superhero brew-ha where he fights Winter Soldier, Falcon, Captain America, and Giant-Man.
Then in Homecoming he can barely hold his own against Vulture who, while he's cool and all, isn't up to the level of any of those people in powers or abilities or even just fighting skills. He's a middle-aged scrap hauler in a glorified flightsuit with a ray gun, basically.
Actually Homecoming doesn't really even let Peter defeat Vulture. Vulture inadvertantly defeats himself. After curb-stomping Peter.
