Swedish Naming Laws... Why?

I will admit that adoption rates are ridiculously low. It's almost as if there are state laws in place that prevent certain groups of people from adopting children.

Ever hear of adoption? There are plenty of people who are not able to have children that would be much more qualified to be parents.

Wonderful! We can let people adopt kids! Except for... We already have that and we already have orphans.

If the system isn't working now, adding more strain will not help it. Also if we have stricter rules regarding who can parent then there will be even less prospective adopters and therefore more orphans.
