Maybe he wants to make sure Image, which also maintains the creator owned stuff, doesn't go completely out of business.![]()

Seriously, though: They have plenty of writers working for them, soon to work for them, or just recently having worked for them, who would have jumped at the chance at a Marvel comics supported, creator owned comic. Just imagine if they'd given Garth Ennis an Icon book. I haven't been as much of a fan of his more recent stuff as I am of his Hellblazer and Preacher (he's way too hung up on the sex and violence, when what made Preacher special was that it was over the top sex and violence with a heart), but he does have a following, and letting do as he pleased, plus Marvel's backing, could have had good results. Same for Warren Ellis, Neil Gaiman, Grant Morrison (back before he started wanting to have sex with the entire DC universe), and so on. Hell, it doesn't even matter if those guys aren't available. The fact that an offer hasn't at least been made shows an enormous lack of effort in keeping Icon and MAX afloat.
