My thoughts on Piccolo's movie costume:
First, a character flaw that many of Dragon Ball's villians possess is that they are very arrogant and believe that their natural strength is all that they will ever need. So any opponent Piccolo would face on Earth would be like an insect to him, heavy armor would not be a factor in the battle.
Second, Lord Piccolo is the Demon King who wishes to rule the world with an ironfist. I think this costume better reflects his "Lord" status and that of a tyrant more so than his more humble attire in the manga.
Goku and Piccolo both wore weighted clothing or armor when fighting in the world martial arts tournament.
If the character evolves into Ma. Jr ,the martial artist, we may see a change in the way he presents himself. I don't expect his appearance to change in this movie though.
