Gambit and Rogue are probably going to be in Marvel Studios' X-Men, especially if the roster would be close to X-Men '97.
Rogue though is more likely, since Channing Tatum is playing Gambit in Doomsday and probably Secret Wars, so that might lessen the possibility of a rebooted Gambit just months after Secret Wars.
It would be great if they had Anna Paquin in Rogue's green and yellow costume alongside Tatum's Gambit and then just keep those versions for the Deadpool movies alongside Jackman's Wolverine which means the proper MCU versions of the X-Men can get fresh actors and a clean slate from the Fox movie cast.
No offense, but absolutely not. The Thieves Guild is an organized crime syndicate that deserves exploration of its structure and Remy's place in it on its own, not as fodder to advance Romy. I want crime drama/heist projects and I think that any other use of the Guilds would be wasting their potential in the MCU.
I would love if they did a heist scene with Gambit in a movie. I quite enjoyed how X-Men Evolution and Wolverine and the X-Men portrayed him as a villain in a change from the Fox animated series. Gambit could become a member of the X-Men as a progression point for the character, but let him start as a villain/anti-hero working for the highest bidder and being a thorn in the heroes side, or at most a neutral ally. His friendship with Storm would make him more inclined to help the heroes if she's a member (if they go for a sibling like relationship between the two, let him cause trouble).
And you free up space in this hypothetical Disney+ slate for other mutant projects for characters that don’t jive so well. Maybe the Morlocks if an end-game is Mutant Massacre with Mr. Sinister. Maybe something weirder over on Muir Island (but not a Legion retread).
Now, if MCU is serious about more Disney+ Special Presentations, then this is all out the window lol because that really opens up opportunities to explore more characters & corners of the X-Men universe.
They could do a Mr Sinister presentation called
Sinister that would show his backstory. Something that isn't essential to watch for the movies but just adds a little something for fans. It also means they wouldn't have to waste movie screentime on his backstory when it has its own seperate thing. it would be like a horror genre thing. The Morlocks could tie in as the results of Sinister's experimentations on the Homeless as test subjects and the morlock massacre is basically him trying to get rid of the evidence.

Disney+ shows have pretty decent budgets. Depending on which character(s), I’m sure it’s achievable. Just don’t rush it through post-production and we won’t end up with She Hulk effects.
I think some mutant powers can be done with practical effects either without or with minimal CGI. For example, with Multiple Man, hire twins/triplets and stand ins that can be shot from behind; for face shots the twins/triplets can cover with clever camera angles/shots.
For Storm's powers, use a giant wind machine for when she causes a hurricane, flashing lights and pyrotechnics for lightning (though you would need to CGI the lightning bolt), a wind machine again for a tornado effect but CGI a tornado so you know it's a tornado.
For Jean's powers, it would be wires and acting.
For Rogue's powers it would be mostly acting with some slight CGI for a drainage effect.
For Gambit's powers, they could do practical explosions with some CGI for the glowy effect.
For Beast, just hire someone who can do gymanstics/martial arts and can act who also doesn't mind being covered in blue fur. The could probably do a blue fur bodysuit with the only prosthetics required being for the face etc.
Yeah, I guess I was thinking an entire Saga, not just a phase. So maybe not 15, but closer to 10 years
The MCU is going to have to do the Phoenix saga because it has all the elements there unlike the Fox movies which had to do adaptations. They can cover the space stuff with the remaining GotG characters, whose actors are willing to reprise their roles, to introduce the Shi'ar and starjammers etc before having those characters be more of a focal point.
