I stepped out of comics for a while and this guy came around...

Who is he?

When did he appear...any backstory?

The wiki on his says Jack. I have heard offhand comments around the forum about how badass he is, and now he is going toe to toe with the Hulk, who has kicked everyone's ass in the 616.

Did Marvel just get bored so they decided to create a character more powerful than all others? Whats going on here?

You don't need wiki, just Imagine:

A character with power probably greater than galactus, that sits on the couch all day either eating fritos or whiny to his therapist about how hard it is to be him.

Someone that everyone keeps telling you is the greatest thing ever, but doesn't actually do much of anything.

Now imagine that this character seems to suck all life and story out of any book he's in.

Now you're thinking of the Sentry. Marvel's answer to every crappy writer's easy out of just making a character more powerful.
