It falls into the former when the crowd is being fed something they don't want to see. No one cared about Cena/Orton at TLC, and no one cared when the rematch was announced either. They both received tepid reactions. If the crowd loves what's going on, they'll give the match their attention as they did Bray/Bryan, or how they do Cena/Punk.

When you're serving the audience the same main events that they've seen 5 years ago, and seen over and over, in PLACE of what it is that they clearly want instead, then ya get what you deserve.
