Public schools are supported by taxes. So technically, not 'free,' but there is no additional charge to attend.

Teachers can get 'tenure,' which means that no matter how much they suck, they can't get fired.

Most public schools suck. The educational system in the country is very bad. Other countries far surpass us, especially in math and science.
