No, you're wrong. I work out and train with police officers. You watch COPS apparently, according to your own admission. COPS is a television show therefore it's going to show people what it CAN show them not necessarily a correct overrview of things. There are no martial arts designed to 'not hurt'. The only reason sports like Wrestling and Boxing have minimized injury is because rules and regulations protect the individuals involved.

Practicing Akido moves in a McDojo might have given you the false impression they are 'safe' or 'harmless' to the attacked. However if your sensei or coach is teaching MMA or Akido moves that "will cause little harm to the attacker" then he is a dumbass. When someone is actively trying to get away or hurt the person in question, the lack of control in said situation means that the person attempting to subdue must use some form of physical force.
