Was Ducard really Ras Al Ghoul since the begining?

It's a question i have.
Ducard questions Bruce if Ras can be trully imortal but in the begining of the film the decoy Ras almost kills Ducard when he was fighting Bruce.
What if Ras Al Ghul is a title passed among the leaders of the league of Shadows?
Is it possible that Ducard became Ras Al ghul after the destroction of the temple?

Yea, I think Ra's maybe a title passed along. But I think Neeson was always the current Ra's, and Watanabe was just a decoy.

I'm sure we'll find out soon enough.
