What comic storylines should they use for the sequel?

Also, the Laughing Fish, and there was another story called the Five..., I forget the full name. The Batman knows the name of it. And there's nothing wrong with checking out some of the TAS episodes.

TLH should be saved for the 3rd film. Atleast the majority of it.

Joker's plot in TMWL is too similar to Scarecrow's in Begins.

The only similarity I want with TKJ is Joker going to Rachel's apartment and shooting her like with Barbara.

TLH should be in every BB sequel.

why do they need to recycle some old plot, come up with something new and original
 
I would use the Killing Joke meets The Jokers 5 Way Revenge (IMO the best one shot ever). The Joker could be hunting down the old red hood members and Batman has to link together the murders. Some The Joker would kill singularly but another he would blow up a subway station and kill thousands just to get the one kill he does need. I would also have him in AA, breaking out to do his crimes and then breaking back in.

Not a bad idea.

I think that The Man Who Laughs should be one of the principle sources for inspiration. I do not think that The Killing Joke should be considered at all- it wouldn't make chronological sense, The Joker is out of character in the story, and Alan Moore never intented it to become a part of continuity.

Not every movie. I don't know about you, but I like variety.

It's stupid to have the same scheme. As I said, variety is important. I'd rather see something else done with Joker than see him poison the water supply. We've seen it done and stopped. Let's see something else.

Rachel won't come back.
I guess we'll be repeating the previous franchise with female leads.

There are parts of it that would work.

When you said AA, I briefly mistook it for Alcoholics Anonymous. So now I'm getting this idea for a scene in my head:

We're in an Alcoholics Anonymous meeting. After someone finishes giving their tearful story, we cut across to a mysterious figure in a coat and hat. He pulls off his hat, revealing himself to be The Joker. With the camera fixed on him, The Joker goes on a long rant about all the horrible crimes he's committed. He ends with "...but at least I'm not an alcoholic! HAHAHAHAHAHAHAHAHA!" The camera cuts back to the rest of the AA group, who have all been killed with Joker Venom, their faces twisted into horrible grins.

Okay, now that I've finished going off on a tangent, I'd say that "The Man Who Laughs" would be a good story to take inspiration from. But I'd also like to see an original storyline.

The Joker's characterisation in Steve Engelhart's Batman: Dark Detective was very good.

Storywise, I'd go with The Man Who Laughs and The Killing Joke for the Joker stuff. These two stories define the Joker's origins really well. Also, The Laughing Fish is pretty good... I wouldn't use any of the story elements; I'd just use that as a reference for characterization. A Death in the Family is also a good example of the Joker's viciousness (when he beats Jason Todd to death) and his cunning (becoming a foreign diplomat so he can get away with it). But again, I would only use those two stories for characterization notes.

For Harvey Dent/Two Face, I'd use The Long Halloween and Dark Victory as my references. Since there aren't very many stories that feature the pre-Two Face Harvey Dent, they really don’t have all that much to choose from… but TLH fleshes him out as a character very well, so that’s definitely their best bet.

As for the Penguin… ugh… I can’t recall any stories other that Broken City and As the Crow Flies where the Penguin actually came off intimidating or even a remotely worthy foe. But his characterization in those 2 stories was pretty dark and ruthless, which is the only way to go (IMO) with him to make him appear to be a valid threat.
 
The recent Jekyll and Hyde run was a pretty good character study of Harvey.
