What do you do when System Restore eats up to much of your computer's harddrive?

I started out with about 16.0GBs & after using System Restore to attempt to get rid of some problems that I had that was the result of spyware & adware each time I used System Restore it took away so much of my harddrive space so I am now currently at 5.90 GBs. Even after all that trouble it still didn't help anything.
 
Install Windows fresh (and make an image!).
Turn of System restore.

Is there a product called Windows Fresh or are you saying to reinstall Windows to my computer?
 
I'm saying reinstall Windows on your pc, that will save you a lot of trouble.
Or did you manage to get all the spyware from your system?
