It's essentially a Voice Over IP system that lets you make voice calls over the internet. For a nominal charge you can also call landline phones from your computer. My wife has a friend in France that calls us on our landline using it. Works pretty well, actually.

I was thinking of getting this call my girlfriend. skype to skype is free, but shes always over here anyway haha.
