What the Hell?

I'm surfing the internet, I'm on some site (I can't remember which), and the site freezes. I CTRL-ALT-DEL and command the program to end. It does. The screen freezes. I bring up Task Manager again, and start moving the window around the screen; and it leaves a trail of still images behind it. I think the computer is registering every image that shows on the screen and not changing it once it's there.

Also, I keep getting messages that a "buffer overrun" has occured and IE has to be closed. The start bar disappears for a second, and then reappears. Sometimes though, it doesn't reappear, forcing a restart.
