In my opinion it's somewhere in between those two. The villains are the worst part of it. Especially Electro. He gives Arnie's Mr. Freeze a run for his money.
 
Yeah, Iron Man 3 and The Incredible Hulk are by no means perfect, but definitely better than TASM 2
 
TIH and IM3 are masterpieces compared to TASM 2.
