Whats with Sylar?

I was wondering if he had freezing powers or just put the guy in the freezer. I know he has the memory power, telekinsis and the power to copy power by looking at brains. If he had freezing powers where wold he get them?

on the second episde there was a murder scene where one of the victims had the top of his head clean off and was also totally frozen

So does he have freezing powers or not? He could have frozen the guy and then cut open his head. Or do freezing powers work differently in heroes?
