They're not hard to make. Can find plenty in real life. Now presumably as Batman got popular, so did the masks.

They do not look like exact replica masks, if you see closely enough, they look like bad copies.

Easy. They ordered the main part of the cowl from Singapore via a dummy corporation. And then, quite separately they placed an order to a Chinese company for these and finally they put it together themselves.

They had to be large orders to avoid suspicion though.

Well, remember in Begins when the tumbler was caught on camera? And it's probable that Batman was caught more times on camera, expecially if this copy of Gotham Times existed inside Nolan's Batman Universe

How do you know some lucky stiff didn't get a nice clear photo of Batman at some point between the end of Begins and the start of TDK from which someone proceeded to make a bunch of cheap copies that they could sell.
You're overthinking it, it's not that hard to figure out a reasonable explanation.
