All Hallow's Eve by Type O Negative would have to be on there.
 
For my Halloween party I would pretty much just be pumping Rob Zombie and Wednesday 13 all night, but I'm somewhat biased
 
I'd add Welcome to My Nightmare by Alice Cooper, Tubular Bells, Meet the Creeper, Bark at the Moon, and maybe any Marilyn Manson song.

That is a pretty solid list. I would go with Metallica - Call of the Ktulu over Harvester of Sorrow though. :o
 
I'd put "Fear of the Dark" over "Hallowed Be Thy Name."

I originally had "Fear of the Dark" on there, but there was only so much space with 24 songs. I put "Hallowed Be Thy Name" because I think it's a better song to hear once you're drunk off your ass at a party. Once they go into that final section, I just lose it and release my inner air guitarist (augmented here and there with the devil horns, of course).
 
Though they're both too mellow for a party mix, there are at least two "hallowe'en" type songs by Chris de Burgh:

I would put "Your Soul Is Mine" by Mushroomhead on a list. It's from the Saw 6 soundtrack and it is a creepy goddamn song
