Because when you put it over top you can't rip it off quite as easily. You're more prone to waste it.

I do that if I'm having guests over, but since it is just me and the 2 dogs on an everyday basis, they don't really care, and neither do I. So I just roll it over and cuss in the middle of the night when I can't find the end.

Well, if it's on a holder thingy, then over, obviously, but, being the white trash that I am, I just put the cardboard tube on my three middle fingers, then pull under. But it's not really pulling... I take the end and unwrap it, more like.

My girlfriend actually had specific reason for why she hangs it under when I confronted her about it. I forget what it was now.
