I think it's more of a poverty issue than anything else. You can argue about who is more likely to be poor and why, but even when it comes to policing, high poverty neighbourhoods have higher crime rates and more violence and, as such, police patrol those neighbourhoods more often.
These neighbourhoods could be black, Hispanic, white, Asian, etc. It doesn't really matter the race of the people, what matters is that they live in poverty. I think a lot of people cry race when it comes to police brutality, but I think the underlying issue is about socio-economic status.
