John Ford is definitely close as would be Orson Wells.
In terms of just personal favorite, I mean Spielberg is at the top spot with not much competition. I mean you don't consistently make 10/10 films over 50 years without being truly special. Defined what the summer blockbuster is, meanwhile some of his best films are the simple dramas like Catch Me if You Can. Few misses here and there, but for a filmography as large as his, they're just small blips.
