Catwoman is definitely the worse that I've seen. I didn't even waste my time watching Steel. Superman 4 was pretty bad but I still kinda like it because imo anything that Christopher Reeve played Superman is now really iconic that he's dead. I think if I listed them in order it would definitely go

2. Batman and Robin
3. Batman Forever

Like I said, didn't watch Steel because I could already tell I wouldn't like it so I can't list it. Batman Forever wasn't necessarily horrible. I liked Kilmer's Batman but hated his portrayal of Bruce Wayne, Two-Face was absolutely terrible, and why the hell did they create the Chase Meridian character instead of bringing Catwoman back or using someone else from the comics? Didn't like the Meridian character at all. And then I absolutely hated the gang-fight scene. What gangsters wear bright neon face-paint? Come on.

Catwoman was bad because it had absolutely nothing to do with anything. There was no Selena Kyle, there was no Gotham city. I don't even know why it was called catwoman other than the fact that she wore cat ears.

Batman and Robin had bad acting, bad writing, pretty much bad everything, but it somewhat stick to cannon.

Quest For Peace was the one with Jon Cryer as Lex's annoying sidekick, the supervillain who you could de-power by leading him out of the sunlight, telekinetic Supes, and people breathing in outer space.
